Kaiser Wilhelm II was the last German Emperor and King of Prussia, reigning from 1888 to 1918. His ambitious but often erratic foreign policy, known as *Weltpolitik*, aimed to establish Germany as a leading world power but ultimately contributed to the outbreak of World War I and the collapse of the German Empire. He abdicated in 1918 and lived in exile until his death.
