The Ems Dispatch was a telegram sent in 1870, edited by Prussian Chancellor Otto von Bismarck, that deliberately provoked France into declaring war on Prussia. This act of diplomatic manipulation led directly to the Franco-Prussian War, which in turn resulted in the unification of Germany and a significant shift in the European balance of power.
